So this is probably a stupid question, but have you checked your insurance coverage recently? There was a recent thing passed to allow coverage for trans surgeries. I know Obamacare does it, and (if you're still in Washington State) Washington Apple Health/Medicaid says they cover it 100% (as well as transportation ). I've been looking into it recently too, as I'm also trying to get top surgery.

Yeah I've been checking into a little bit, my current insurance barely covers my T so I doubt it? I'll have to talk to my doctor at my next appointment, though!

When I asked my insurance about it by calling the number on the back of my card, they told me I'd have to coordinate with the state, and gave me the number and work email of Gail Kreiger, who is someone in a management/informative position regarding trans aspects of WA Apple Health:
