It's a right. Technically all rights are privileges since they don't exist in a vacuum and society is an elaborate unspoken contract, but in any society where 'rights' exist, freedom of speech has to be one of them because the Marketplace if Ideas is the only environment where people as individuals have meaning outside of statistics.
It depends on the government of the place. Most places it's a simple, basic right, but in other more totalitarian systems it's unfortunately a privilege that can be taken away.
That's why I had to ask- in many countries, being Furry would be an indictable offense. So would be dissenting against the government, or saying things that might upset the majority. So your rights, I think depend on where you're born and even in countries with freedom of speech, aren't those rights suspended on college campuses and worksites? If you're going to spend hours working or being on college, than the lack of freedom means you have to watch what you say.
A god-given right. And while it IS true that rights can be abused, this one is limited and restricted WAY more often than abused. In fact, it is underused.
Except for the fact that being one dissenting opinion against a howling mob willing to hurt others for their beliefs quickly scuttles any idea of free speech being some inalienable human right. I have found through following protests and in the study of corrupt governments, that strength ultimately trumps any notion of justice because when you have authority and power, you can do what you want with impunity. That includes getting rid of people with unpopular opinions.
