I think all that PayPal does when sending money "as gift" (or "sending money to friends") is making the sender pay the fee, instead of it being subtracted from the actual amount being sent. Which is fine, either way there will be a fee and someone has to cover it.

No no, sending "money to friends" is a fee-less action. Since it has nothing to do with business, no one needs to be protected from scam. Thus is why fees are being charged.
If I do Invoice I just ask for 23€ and my fees are covered. Problem solved xD
