I've noticed this a bit here recently, with people buying on my YCH quick buys and auctions. The typical rule is that you must pay me within 24 hours of the time you've claimed it and I've sent you an invoice. I send a note when the invoice is sent. I check periodically of you've read the note. If I see that you have, I give you time before checking on the payment. But when your note has been read for more than four or so hours, and I have not received my payment, I will assume you do not intend to pay and will put the ych back up, and cancel the invoice.
Artists have these rules because this is our business. Many of us need the money to pay on bills or buy food for us and our families. If you do not pay on time and within minutes agreed to, you make it difficult for us to make ends meet. Yes, we could get jobs elsewhere. However, some of us have problems that keep us from being able to work outside of our homes, or have to do art for a living because those we live with have schedules that aren't flexible. For me, it's the chronic pain I suffer in my knees, hips, and back, as well as being the only licensed driver in my home with a roommate working in another city. Art is my only means of work.
If you don't pay us on time, or you constantly 'have something come up', you can cost us the chance to make the money we need. Art is a luxury item. If you don't have the money to spend on it, but bid or claim slots anyway, maybe you should rethink your priorities. If you're not going to be able to pay within the time previously set and agreed on, and consistently do so, you will be banned from all future auctions/YCHs. You won't be barred from regular commissions unless you constantly ask for a piece and then never return messages. Non payment of regular commissions will receive three warnings. After that, you will be barred from those as well. Those barred from regular commissions will be barred from auctions, YCHs, and adoptable as well.
