My friend, , is in need of money. Not a terribly large amount, but they still need it after something happened to make their Paypal get locked and a lot of funds get taken out of their bank account.

No they are not asking for hand outs, they simply want more people to commission them so they can make the money back as quickly as possible to avoid even more money loss, among other things.
