My choices so far would be Totodile(imagine if he dances around while he's padded up), Togepi(well Togepi did cried like a baby from the past anime, so maybe you could treat him like one), or maybe just for giggles, a padded Clefairy nabbed a padded Pikachu(I figured it's something based off of Clefairy Tales).

It'd be so adorable to see a padded Jirachi or Tepig :3 but anything looks cute in your style <3

Gen 1: Squirtle, Sandslash, Ninetales (Espicially Shiny)
Gen 2: Tyranitar, Scizor, Umbreon, Espeon
Gen 3: Milotic, Mawile, Gardevoir, Absol
Gen 4: Roserade, Gallade, Lucario, Froslass
Gen 5: Galvantula, Zoroark, Snivy, Oshawott
Gen 6: Hawlucha, Braixen

Cyndaquil/Typhlosion is choice 1, Buizel, then Dewott :v

I'll name them by Generation, giving some reasons and puns along the way.

Gen 1: I want Bulbasaur, since he'll be my choice in the Gen 1 VC release. Perhaps also a nice little Pidgey. An attempt at Jigglypuff could be amusing. Meowth is a classic. Would also love to see you try Articuno, my personal all-time favourite Pokemon.

Gen 2: Pichu would be good. Maybe Marril could be interesting. A Chikorita would always be welcome. Wooper would be cool. Teddiursa is also a Pokemon who is always nice in padding.

Gen 3: I think Gardevoir, Torchic and Treecko need more padding. Beautifly might be good if pulled off. Skitty is also a good candidate. Pluse and Minun are two adorable little guys. Mawile is also a nice target. I've also gotten a bit partial to padded Groudon. The Lati twins could do some more padding. I would love my wish for padded Jirachi to be granted. Also, Wynaut try, well, Wynaut?

Gen 4: Buneary and Lopunny would be cute. More padded Lucarios are also nice. Prehaps Glaceon could get some defrosting. Piplup is also someone who could do with more padding. Pachirisu could do with some padding. Chatot might be a nice target. Sky-Shaymin would be lovely. Also, for the sheer comedy of it, Arceus.

Gen 5: A good victory for padding would be to diaper Victini. Snivy is one that I love to see padded. Tepig would also be lovely. Oshawott and Samurott are good for padding if you ask me. Zorua is a real cutie. Perhaps you could show us what Scraggy is hiding under those trousers. Minccino is a Pokemon I always like to see. Ducklett could probably take to diapers well. Emolga, being my favourite Pikaclone, is one that I love to see in padding. The Swords Of Justice would also be fun to put into padding, particularly Keldeo. Last of all, Meloetta would be absolutely precious in a diaper, either form would do.

Gen 6: I actually have a Chespin plushie in a diaper, so I'd like to see a padded Chespin. Greninja could also be a nice spectacle. I think Bunnelby might dig some padding. I'd go for a padded Gogoat. Goodra could look good in a diaper. I'm also a sucker for Yveltal in padding. It might be interesting to see Diancie wearing one. Also, Id love to see Confined Hoopa with a diaper.

Oh, I also forgot to Axew for a certain little Unovan dragon.
