Stealing art?

Is drawing fan art stealing? Im not sure about the whole thing. A couple of friends and I were discussing about it yesterday. The general thoughts were, if they dont have it displayed on the page that they DO NOT want fanart that its ok to draw fanart if you draw them in a way that would not be demeaning or put them in a situation that would be offensive or rude to the owner of the fursona. What are your guys thoughts?
I would probably avoid nudity completely unless the character is kind of prolific with the adult art. Making fan art of a character is a very high form of praise, I think, but it could be seen as disrespectful if you display the character in a way that the owner doesn't approve.
