HELP- dealing with a blacklisted commissioner

blacklisted cusotmer (Who was blacklsited for badgering for free art and making sexual advances, and harrasing my friends.) suddenly had the idea that i'm still gonna finish his art
when i told him a while ago i wasn't finishing it
i'm very iffy on refunding him, a lot o people say he doesn't deserve a refund for his actions but??
He's also trying to communicate to me through a friend he just commissioned she doesn't know ho to go about telling him to stop without possibly putting her commission a risk.

If i do refund him, it'll be in my own time, like when my taxes come in possibly.

Did you have started the commission?
If yes, you deserve to keep a part of the money because you worked!
Sadly, maybe refund him a part, but not the entire money. He harrassing you, so you can keep the money because he's not respectful.
(It's just what I think.)
Like if you got as far as inking it, then keep the amount that you charge for an inked piece, for example
Then just give him the remainder of his refund and the commission as it is
But you do say in your ToS, that if a commissioner gives you a negative attitude then they won't receive a refund
So I'd say go with giving him his commission as it is and keep the payment
