Bionicle Furry Islanders Dystopia: The issue of Stoning

Stoning is an ancient form of capital punishment, where the crowd is encouraged by a leading figure to throw rocks at the prosecuted person, mostly until they drop dead. As a form of a dystopia, a society with a harsh "herd mentality" and strict laws would be introduced as one of the global factions, which are to be known as the terrorists by the name "Crusaders". In comparison of the opposing team's (Socialist Oceania) method of harshly brainwashing any citizens that managed to get out of the control-zone, this could be a more "natural" form of punishment committed by the civilians of the Crusader territories over any form of free-thinking, let it be sexual, political, or otherwise.
So, here's a few questions about this dystopian element to the Furry Islanders story:
1: What do You think about including a faction in the Bionicle Fanfic that uses this ancient method and Herd-Mentality to maintain power? (Remember, Furry islanders takes place on Earth, and it's treated as such)
2: Are You opposed to this kind of imagery in what's supposed to be inspired by George Orwell, as it could present a critique towards various religious groups that used to, or still use stoning to this day?
3: What would You do to make it less harsh towards religious people, who wouldn't get the message behind this?
4: How would You react, if George Orwell's 1984 was about a place where this is an everyday natural occurence?
