That's really weird :/ maybe it's just specific to that con but I dunno. I don't have a lot of experience with con parades/festivals (only one I made it to was AC 2015) but I've never run into anything like that. In most people's minds and according to the cons I've heard about, as long as you're mostly covered by either clothes and a partial or a full suit it still counts. I wore my head, arm sleeves/paws, and tail in the AC parade and no feet and no one had an issue. My best guess is that maybe it's BLFC thing? Sorry I can't help much :C
