(jigglypuff, haunter, pumpkaboo, pichu, shaymin, mostly 'baby' pokemon or pokemon with simple body shapes, SOME starters)

(eeveelutions, ampharos, mienshao, some starters and most average-sized pokemon, most pokemon with typical feral body types and)

(bisharp, rapidash/most horse pokemon, most 'fully evolved' pokemon like infernape and venusaur, pokemon with complex or human-like body shapes and/or detailed designs)

If it was more humanized like say.. http://static.zerochan.net/Scrafty......ll.1395863.jpg around that level (to the point of having pecs or breasts really)
then I'd say Complex due to its humanoid body shape. Since at that point I'd consider it anthro and charge my normal sketch prices.
