What's the deal with Paypal?

If someone's reading this, can you explain what's the deal with paypal?
I suddenly see these warnings on Tumblr that you have to use invoice and you have to be clear that you're selling digital products or else you end up getting a fine.
I was thinking of starting commissions and use Paypal, but this news made me kinda scared. I don't want to end up paying a big fine or that even the buyer has to pay a fine.
Paypal was first so simple and now I'm all confused.
So what I understand so far is:
Someone orders a commission, I have to send a invoice with Paypal, the buyer pays, I get to work, BUT in that invoice I have to clearly describe the product that it's digital send to the buyer and not physical, or else Paypal is going to whine about shipping cost and stuff.
Did I get it or did I completely miss something?

you don't get fined, but instead paypal will EXPECT you to deliver an item
you have to make sure to set it up that its a digital item thus no delivery is needed
My dashboard was suddenly swarmed with warnings and it made all confused.
