this thing gets reblogged around tumblr every now and then and people don't research their shit,

TL;DR the artist did a work-for-hire piece and didn't realize they signed away the rights to the piece to BOOM! / Cartoon Network.
BOOM! / Cartoon Network owns the rights to the piece and chose to go through Hot Topic to sell it as merchandise.

Like how commissioners think they own a piece just because they gave you money.
If they want to have more rights than just the right to display and print the image for their own personal use then they'd need to sign an official contract.
