[1 queastion survey] Musclar Black Wolf design change poll

Hello Everyone,
As some of you may know, my fursona was genetically modified from a rescued adult alpha Canis Lupus (aka Grey Wolf)
Everything else is quite pre determined, but due to a bit struggle about the parts between his legs. I can't put the last nail on coffin...
The problem is: as a "biological weapon" he does not necessary need balls (or penis by that matter), but if he don't have balls, then he will need a way to balance hormone which is quite problematic itself.
Since my fursona is not just a mindless android, the researchers kept most of his stuff. So, he seems have everything from the outside. but who know what he Actually have in his sac?
So, I created a 1 question survey (with supplementary information) to see what you people think about the issue. This survey will be alive for a week, unless more people want to give me feed back after the deadline. The survey is 100% Anonymous to keep your identity (and kinks) safe.
I can't decide between 2 of the options listed in Survey, and to make the survey more fair and accurate I won't tell what I am leaning to.

Also wouldn't it cost less money to have his sperm make new biological weapons then finding people to do it on?
Wolf mature = 2 years, Human mature =16 years, so a anthropometric wolf should take around (16+2)/2 = years to mature.
Plus, modifying DNA is no easy feat. And the more you want to get something done, the longer it will take and cost in R&D process. (One example is F-35 fighter, they wanted it to do everything, and now it ended up to be a flop.)
Now I have to stress the my wolf have his junk but don't know if they did anything to it. He only mated once and failed to make puppy while he was still a four-legged alpha.
It is a complicated matter, (both by logic and ethics) that is why I take my time and made that survey in the first place.
