Good video editing software? (+Where to find SFX?)

So I'm going to be making a short cartoon in Clip Studio Paint, but the program doesn't let you import audio. So to add the voice acting, music, and sound effects, I'll need to use a separate program. So what are some good programs that will let me record audio and splice it into a pre-rendered cartoon? I have no experience in this, so I don't know which programs are the best, nor which ones will infect my computer with some weird virus.
Plus, where can I find sound effects to use in my cartoons?

As for cartoon editing software, no idea. :-/
