Another Roleplay idea that is stuck in limbo!!

Hey, it's me again, Just posting another RP idea I had but can't figure out what to do with. This time the idea take place in a modern setting. Again, like before there isn't much but still wouldn't mind suggestions on what to add and change about it.
The idea I'm working on has Zaldin moving into an apartment building. It wasn't anything big only having three floors with four appartments on each level. Since he couldn't find he owner to turn in his residents papers, Zaldin figure he would contact her another time. Having herd about a beach that was a close drive to get to he figured he would head out there and enjoy the waves. While out in the water he gets caught up by a wave that was a little to big for him to handle and it pushes him into you. Though rather than saying sorry and going on his way he decides to hang around you mostly to talk and get an idea of what the city was like (and partly because he found her attractive.) When he tells her where he moved into it turns out she was the owner of the apartment building living in one of the ground floor apartments.
