Commision Artist help I need advice.

So I have in my possession a sketch from a lovely artist. And though it has been some time they contacted me with great news about them getting a full time job.
The catch is they won't be able to do commission and they are giving me a full refund.
Even after I ask to take out for the sketch.
I wanted to ask them if It would be ok if I work on the sketch (with my amateur skill) and finish it ,but I'm a little worried it would be insulting them.
So my question how would you feel as the artist?
