Yeah that book on Albion's seed seems to explain a lot in the development of American culture. But yes that's something to consider, I'd think Great Britain might take that role since several times in its history like for example in Portugal in the 1800s, they backed the Republican faction against the monarchy and it was liberalizing, even Imperial Germany was liberalizing overtime, like if World War I didn't end up dismantling the monarchy in Germany it'd probably gradually liberalize, though there is also the French Republic too, but then I think if the US didn't exist they'd still be a Republic here, similar to that of Canada.
