FURSUIT HELP- need someone to fix my head (sizing)

I bought a head from someone who advertised that the head was adjustable, however its very obviously only adjustable for someone whose head is 24 inches or larger. I need foam placed in it, or the elastic sewn, and I'm too afraid to attempt fixing it myself. Does anyone have any recommendations?
resizing/fixing might be a tad difficult if the fur is glued to the base
