When it comes to situations like this its very hard. I understand and sympathise with your position, You bought some art from someone yet haven't had any result after a long time of waiting. I know its frustrating but then on the other hand when you buy art its not like buying any other item. A person has to spend hours of their own time physically working away at it, sometimes whilst balancing a job/studies, let alone if they have a mental issue! Have you tried talking to them yet? perhaps ask how its going.
