Been seeing more and more businesses try and pull this crap. And now I have artists doing it. I order one thing. They decide they want to draw other things because they are tired of drawing the requested type of art so they send a note saying they have changed my order, but are telling me so its all good. Then while I'm still trying to process the bizarre happening they run off and draw the changed order that is not even remotely close to the original order. Not even the same characters and say I owe them for it and am a dead beat if I don't pay the bill as I agreed to there terms of service that say once the art is done I will pay. Yea, but what I ordered hasn't been drawn yet! :( Sorry I had to vent at least a little as I'm totally blowing my top over this treatment of customers. Now I am either painted as the deadbeat customer or I am buying stuff I didn't want or ask for

If its not even the right characters or pose or ANYTHINg then..no. You dont pay. Sorry I would stick to my guns on this.
If you ordered a chicken sandwich and you were given ham instead and told to pay...you wouldnt so same principle applies here. This sort of thing really irritates me. You wouldnt get away with that in any other line of work so i dont see why artists think they can get away with that sort of bollocks here.

You ordered something, and they did something else instead. You have every right to deny payment for what you did not actually order.
A rotten attitude like that doesn't deserve the validation of payment for intentionally going against the order, and not delivering what was agreed on. Because they did not do as they were hired to do the way you ordered it, you are under no obligation to pay for what you did not want in the first place.
That'd be like if I ordered a PS4 game from Gamestop and the sent me a Xbox One version instead because they 'didn't have any PS4 games in stock'. You're damn right I would demand my money back and return the product, because when you're paid to do something for someone, you do nothing else BUT that order within the agreed parameters. Not go off and do your own thing and still say it's for the person's order.
That's bullshit, and should not be condoned.
I am a bit tired of doing pacifier icons but I still have commissions for them, but that doesn't mean I am going to do a different kind of icon instead. I just need to pace myself and do some other things between them so I don't get so frustrated.
If you learn work ethics that tailor to you (the artist) then you can produce something extraordinary! You just need to make sure you don't bite off more than you can chew.
