Seems like every time I turn around, somebody is holding a raffle for something or another.
Usually to make money for rent, medical or computer issues.
Here's something you might want to consider.

I know being poor sucks, but being poor, in jail and owing large fines sucks even more.

There's a few ways you can go about that. Either you could use Random.org's "Third-Party Draw Service"; though that costs money (minimum price is $4.95 for 500 people). The alternative is you could use the process and software in of the RFC 3797 "Publicly Verifiable Nominations Committee (NomCom) Random Selection" standard.
The former method is easier to setup and use (and "prettier" too). The second is a bit uglier, but free (and also provides second, third, fourth, fifth, et cetera choices in case there is need for such).
As Stalin said about voting, "It doesn't matter how they vote. What matters is WHO counts the vote."

Avoiding that, or if that does happen, proving it was a legitimate result, is why I point at those two resources for publicly verifiable draws; publicly verifiable means just that: Anyone can check the results.
