We're having a bit of a custody issue and are in need of some advice. Keep in mind this is summarized.
We have the dog, can't keep the dog and were looking for a new home.
A grandmother finds out and says her grand daughter may be interested
Grand daughter lives just a few blocks away
Grand daughter visits and falls in love.
She signs an agreement to pay a sudo adoption fee to cover the dog food and supplies we gave her.
Via text she communicates everything is great, however is having trouble getting the $100 payment together
We find out a week she suddenly texts in the morning that she has to move TODAY and can't take the dog.
She apologizes, expresses disappointment and asks if she can return the dog, the fee has not been paid
We agree, but today is not good as no one will be at the house
She says her mother can watch the dog for the day (this is a Wednesday)
Thursday we text the grand daughter and ask when the dog will be dropped off, she tells us her mom "will figure it out" and gives us her number
We text the mother on Thursday morning... no response...
On Thursday evening one of our friends says she can take the dog. We text both mother and daughter, and again no response.
We text twice a day until Monday evening when we FINALLY get a text from the mother...
"The dog has diarrhea, bad ear infection and hair loss. I spent $500 at the vets getting her meds. I think it would be best if she stayed with me since clearly the stress of bouncing from home to home is too much for a puppy."
After being ignored by both mother and daughter, the daughter responding "talk to my mom since she has the dog", the mother finally agrees to a phone call to sort this all out. This is a thursday afternoon.
The conversation goes well, though I disagree with my roommate for not bringing up that those health problems happened on the daughters watch, not ours.
When we explain however that the plan was for her to watch the dog for a single day while her daughter moved and that we were going to take her the next day things go south however when we voice we would like the dog back and are willing to drive to her location.
The mother says no such plan was disclosed to her, her daughter dropped off the sick dog without warning. The mother said she has fallen in love with the dog and the dog is adjusting and recovering great.
We explain that we appreciate her taking care of the health issues, we had no idea she arrived in that condition and we would gladly cover the $500 as well as a boarding fee.
The mother replied, "we could argue around in circles like this forever so this conversation is over", she then wished us a good day and hung up.
For ANOTHER week we've been texting and calling and been ignored.
Finally we get a text back form the daughter threatening a restraining order for harassment.
We received that today and have yet to respond.

In the state of CA dogs are considered property. We have a signed dated agreement for payment from the daughter which is almost a month old. We have proof of repeated attempts to contact. We are now debating texting both the mother and daughter explaining this and that we want back our unpaid for property. Our problem however is that all we know is their phone numbers, the daughters first name and her license plate.
Can we have some opinions on how to proceed?
