The thing about asking is people will give you REALLY high prices trying to 'be fair' but never actually pay that much themselves. Price at what YOU want to make it. If they drawing doesnt take too long, price it cheap to get more orders and make more. (Thats what I do)

I sell more at $20 then I do art at $40 or higher. I make more pricing lower and because the art is easy for me it doesnt take lots of time so the pricing is fair.
Aim for $10 an hour, which is minimum wage. But remember, if you are under 18 you cannot sell your art for money because its not legal for minors to enter in to business contracts!

As long as they're not signing to a company or doing it professionally(like, contracted to someone to draw for them), I would think it would be alright for a minor to sell their art if it's just a way to make some spare cash. But then again I don't know too much about the legal things on this so I could be wrong o:

Sadly, no it doesnt work that way. Theres a huge discussion on AB about it a while back too. Minors cant enter contracts at all legally. If anything happens the buyer gets screwed, or the minors parents will have to take the blame. It's just not something you risk and most commissioners wont buiy from kids because they arent protected.

Paypal fees yes, you cannot make your buyers pay them, its against the terms. Also, you cant make them pay as gift! But, paypal fees are deductible on taxes, which is a really good thing, so when you do your taxes for the income, you can claim them and it makes your taxes less!

Something like that I'd say around $20-$30 depending on complexity!

You've got a multiple-color background. $5-20
(I don't know how you would describe the background, detailed, simple, etc. let that decide the price for backgrounds)
You've got a knee-up body, ask at least $20 for a base price for that.
You have shading. Add $10-25 for that feature.

At a minimum, $40 for that art. Maybe 30 if doing a sale, YCH or really like the character.
