You can hook most Windows machines up to a monitor or TV if it's too small. All you really need is the processing power to run your software. If you have a tablet or something to actually draw with, you should be fine with whatever you get your hands on and just upgrade as needed.

If you have a laptop with an HDMI hookup than you can put it on a tv with an HDMI or Computer Monitor?
I have to do this cause my laptop is only 11'6 inch and it is small. So I use the HDMI method to hookup it to my tv. :)
