My recommendation would be to have a look for if there is a local Facebook group for your area, around pet rats, and see what people recommend there to start with, because there can be some real gems. If you are in new York though, lol that's a harder google or Facebook search than most between the pizza rat and the underground rats etc...

The supplies pages www.afrma.org are your best stop given that search trouble. They have a comprehensive listing of pet supplies and products, along with reviews.

Www.petrats.org sells costumes if you can't find a different supplier for those, if that's something you want as well.
