It is extremely important that you read this if you are an artist! Even if you're a commissioner, I still highly recommend reading this to avoid issues for both parties!
It has come to my attention, and no doubt others' as well, that Paypal changed their Terms back on Oct 19th! I won't bore you with the whole message from Paypal, but suffice it to say, they are tightening their already strict rules related to invoices! It is now not only recommended, but PARAMOUNT that you use invoices when taking a commission!
Please, to avoid issues and potentially getting your Paypal account suspended, please, use invoices when commissioning art! Do not just click Goods & Services and go from there(as a commissioner), but let the artist send you an invoice!
In short, here are the easy steps to avoid getting yourself suspended(For artists):
1. Invoice for amount only! No taxes, no fees, nothing, just invoice for the amount you charged for the art!
2. Ask your commissioner for their PayPal email and put it into the prompted field.
3. Add a vague description of what you’re doing, something like “Character Coloured with Background” is good enough, and if you need more than 1 character you can type in “2″ where it says amount, or just say “2 characters”.
Warning: don’t type in anything even remotely related to explicit content. Something like 'Furry art' should not even be used. Keep it completely bare basic and vague.
4. Click send.
For commissioners:
5. Check your paypal.
6. Accept the invoice and hit pay(It'll add the required amount automatically).
7. Under address, go ahead and hit 'No Address Needed'. This'll update the invoice and assist in convincing Paypal that this is a 'digital' service, and that you do not expect anything mailed to you!
8. Pay, and you're good to go, no hassle, no angry Paypal breathing down your neck.

Though it's unfortunate and sad that people out there would hate us for who we are. Though I get you're point. Thank you for telling me that.
For one, they didn't take any argument anywhere, you took the argument here, they didn't.
They left a comment on my journal, and didn't even as much as mention you, or whatever argument you two had.
There's another big threat brewing against us all, not just PP's scams. I recommend you check this out.
As a frequent commissioner, I don't get the choice to put "No address needed" in the invoices I receive and have to pick my actual address every time which is very annoying to me when I am paying for digital goods.
So, just putting it out there that some people doesn't have a choice in the matter on point 7.
