Answer: If you remember some of my earlier works, Phantom used to indeed look like a phantom (the whole hood 'n' cloak, red eyes gimmick and all) But since I'm saving that image for my comic book, I used his shapeshifting ability to become Sonic styled species. So yes, he is a real phantom so to speak ^_^
