How to homebrew New 3DS XL without DSiWare?

I'm just looking to play my 3DS games on my computer so I can play them in HD, but apparently you have to homebrew your 3DS first. Problem is, boot9strap requires DSiWare to work, and I don't have any (anymore), and there's no way to legitimately download them anymore (pirated copies won't work).
So is there a way to do it? I swear I'm not looking into pirating, I just wanna play the 3DS games I already own in HD.

If it's not there, you can't do it, so hopefully you haven't updated in a while!
If you own digital versions of the games, you can use an eShop emulator on PC to download them directly from Nintendo (still supposed to require homebrew to initially get the keys you need but there are legal ways around it if you own the games on the eShop).
