Since I don't make toony suits, I would like to recommend Sparkle Creations. I've encountered them back in 2011 at a fur con and for a toony suit maker, they're actually really good :) and they are able to make suits based on established licensed characters so I'd give them a look and see if their style would work for what you're looking for: http://www.furaffinity.net/user/sparklekreations/

In the meantime, I'm looking towards attempting to make semi-realistic to realistic looking dinosaur suits, so if you know anyone with any interest in commissioning dino suits, I'll be able to take on a few slots to start around late autumn. :>

I'm gonna recommend Foxxpaw. http://www.furaffinity.net/user/foxxpaw/ He does good work, just not really well-known. I'm sure he wouldn't mind trying his hand at a toony suit! He's just never been asked for one.
