Can anyone that knows Japanese explain Pixiv Fanbox?

At a glance it looks like a pixiv version of Patreon, but I'd some non-google translate info on what it is,. how it works, and if it could possibly benefit non japanese users of pixiv. I most get around the site by bookmarking keywords and using google translate.
A link to another source explaining it would also work if you've happen to have seen one.

So that Patreon thing on pixiv
that's pretty cool actually because right now they charge 0% commission
Only problem is it's all in Japanese and I think technically it's limited to Japanese residents
Since I couldn't find a way to add a bank account that isn't Japanese
