If I were to guess (and I were to), I'd say that it's because the oscillations are radially symmetrical, not allowing for any fluctuations resulting in EM waves?
It is because it is a static source, so the monopole term contributes nothing to the acceleration field, whereas the rest of the multipole expansion of the E and B fields (derived from the vector and scalar potential) carry inverse-square dependencies, so that they are nonzero in the radiation field.
