H'ragra Education, council, high elder and champions

h'ragra education:
Chi Fundaments:
At the start of the age of 12, young h'ragras have to learn the fundamentals of chi. They have to learn how to control it and distribute the flow of it. They have to build stamina as well. If a h'ragra doesn't understand how chi develops and the used of it, they will have problems creating magic spells but also there wings. This training will take 2 years.
Basic:
After they understand what chi is, they can now advance to basic training. This training requires them to do PT to help build them endurance and simple magic formation. This training will take 2 years.
Advanced Magic & Basic Fighting I:
Now this will be harder than what they are used too, because this is where they learn how to create their wings. When they make there wings, they'll have to learn maneuvers flights sequences and durability. They will also learn more complicated magic spells and they will learn the basics of martial arts. This training will take 3 years.
Advanced Magic & Fighting II:
As the training before was learning how to manipulate wings, learn advance spells and basic martials arts. This training will be a combination of what you learned being put together. So create spells while flying and how to fight with spells. OH, don't forget fighting while flying. After 2 years has gone, they'll learn how to use different weapons and pick the one's more suitable for them. This training is the last but the longest, making it last 4 years.
Council of 10 & High Elder:
Each region has 1 council to represent them in the eletoi chambers. When 1 of the council has a issue to discuss, they will bring it up when it is their time to be heard. When they have finish. a vote will commence. If the votes are higher than 5, your declaration won, lower is of course a lost. However if it is a tie for a period of time the high elder will declare a challenge and each region will present there warrior in a 5 vs 5 battle. The last one standing will declare the victor and the winner of the dispute. Also no weapons and magic will be used. The high elder watchers over the chambers and keeps the peace if the meeting goes out of hand. The high elder has more control in the central city called C'elen. Which is where all clans go to sell there goods, live together and prosper. This town is also a big tourist spot for festivals.
Council champions & protectors:
Each council can pick up to 5 warriors to be there protectors and 1 champion. The champion is chosen after vigorous test and skills to see who will be a great leader for the protectors. When chosen, he or she will be the commander. After a certain amount of years they can decide to retire there positions and let someone else take there place.
