I'm not sure, because there's a bunch of good choices. Dewott, Litten, Buizel. Eeveelutions are good, so is Lycanroc. Pikachu is another good padded pokemon. And when I was looking through your scraps, I got into Pidove and Mew in diapers. Shaymin's also a good Pokemon. There are a few other Pokemon I like, but I'm not sure if anyone has done diaper art of them.
