rules and adjustments on commissions

So i have issued new sett of rules due to the high amount of scamming commissioners.
*I will issue payment upfront, and i will issued a invoice only, if you dont pay i will not start workign on your commission.
*no money, save up the money then, i wont start ahead.
*Cancel commission, let me know in good time, and dont say ti is when piece is finished if its canceled you cant have the piece if you haven't payed.
*dont tell me someone else can do cheaper then me to lower my price, if they do cheaper then me go to them then instead,
same goes to all arguments to get a discount.
*give me all details in commission that should be there, i dont want to sit and have to rework image for lack of proper information, i will send invoices to compensate, if this persists.
If these rules arent of your liking well i might not want to even conduct businesses with you then, if you consider paying upfront is danger of scamming you can ask all other clients that returns to me and ask how i done businesses.
