Intuos Draw - Pen dragging issue

Not really sure how to describe this. Basically, when drawing my lines don't stop right away after I lift the pen from my tablet? I've replaced the pen, I've replaced the nibs, disabled Windows Ink, and turned down the sensitivity and have yet to fix the issue. The only thing I haven't done yet is update the driver, which I'm a little hesitant to do because I've heard that a lot of folks are having issues with the newest ones? I have a wireless kit, but I have the same issue in both wired and wireless mode. Any thoughts?

I have this issue with my Intuos AND Cintiq 13 HD but its more so the Dragging of the Windows page.
I can scroll down without having to hold the arrow key or click it.
It's annoying as fuck.
Never had this problem in Windows 8 :/
I can tell you what Wacom told me and you can see if it works? ;;

1. Did this issue just start happening, appearing as it came out of nowhere OR has it always happened?
2. Have you tried other tablet-enabled programs, like SAI (Versions 1 and 2), Clip Paint, Photoshop, etc and does it happen in every application?
3. Have you checked Wacom's diagnostic to see if there is a hardware issue?
4. Did you try plugging in the wireless adapter in a different USB port?
I can't remember if Windows 8 has this or not, but open up Task Manager (Ctrl+Shift+Esc) and go in the Services tab. Look for anything that has XBOX. If they're there and running, stop those services and see if your drag lag is gone.
It might be an issue with the pen sensor instead of the tablet, and doing this should get it back in place and remove any dirt that may be interfering with the connectivity.
