Who would possibly be interested?
Also, I'm still working out details, but basically I'm thinking the base price for a flat colored full body picture would be $20, with things like complex characters, extra characters, shading, detailed backgrounds etc, being extra. Headshot style telegram stickers would be $5 each, but full body, or waist up would be the price of a regular pic since about the same amount of work goes into them. So would that sound fair? Too little? Too much? Honestly I'd like to charge more, but since I'm pretty much completely new to this, I don't want to overstep.

Ah I'm not sure myself x.x I did thought of doing some Commission myself in the Past but again I'm not very good with Money ^.^;;

It seems a little on the low end to me, but I think it might be a good place to start your prices with! You can always adjust them higher or lower depending on your needs/interest too in the future.
