Changes in Brazilian PayPal

So Brazilian PayPal has been changing a lot for the worse because of our government...now, Brazilians can no longer have USD and any other currency that is not Brazilian (BRL) in their PayPal wallet. All the currency is automatically converted to BRL, already including the abusive taxes :< We can't use USD from our PayPal to buy things anymore...
Here are the Brazilian PayPal taxes nowadays:
For receiving payment from other countries it's 6,4% plus a fixed tax that depends on the currency. So it's 6,4% + $0,30 USD, CAD or AUD. But now there is also the tax to convert the currency to BRL, which is around 3,5% according to PayPal. The total of taxes is about 9,9% + $0,30 USD, CAD or AUD. But I'm not 100% sure because they make it difficult to find all the taxes.
(For receiving payment from Brazil, it's 4,79% + 0,60 BRL, which is a lot!)
Because of these changes and taxes, I'm looking for new payment systems to replace PayPal and I created a Payoneer account, but I still need to test it, but people have been saying that it's good. If you have suggestions, please tell me~
I will still accept PayPal but I will have no choice but to add a tax to my commission price for using PayPal :< I'm sorry!
