Need help picking a laptop

Hello there dear watchers,
Need help picking out a future laptop so that I can still work due to family situation.
I may need to spend my days helping out my ailing grandfather-in-law so I need a portable way of working on my commissions. I can work on traditional mediums but those wear down my hand stamina more.
Please help me out with affordable suggestions? I need it to run art software like Clip Studio, Sai, and Photoshop cs5. Right now I don't even know if we can afford anything but my mother-in-law might have to quit work to take care of him but, her rent to him pays the mortgage. An affordable laptop that I can maybe pay off in a month or two would be ideal.

That said, what you're going to want to look for is a better CPU and a reasonable amount of RAM (probably 16GB). I've actually heard of a few artists using tablets, like an iPad, with a keyboard case for their hotkeys for portable drawing, that might be more affordable.
I do have a refurbished Windows Surface Pro 3. I have some issues using Clip Studio on it using my Windows Pen though. Do you think the Surface is strong enough to be used as a tablet?
