What right does an artist have to withdraw an artistc work from a comissioner if is completed and pre paid?

They shouldn't have that right as you had paid for you it. You are owed the work or your money back.

Im going to contact FA right now in terms of what to do but i feel the " when i feel like it" advertised pre paid comms must end

Never any reason given, the best I could get out of the artist when confronted was " because im working on another pic" But that doesnt excuse. any delay after the stream has finished. It just seems a middle finger to commissioners attached to a " My time is precious when it comes to payment, but when it comes to sending pictures, i'll drag myass"

imnot gonna mention any names of course but i think overall FA should adopt a policy of " if commissions require a pre payment policy the artist should be obliged to send the commission upon completion."

That's not fair to you. If FA can't do anything about this, maybe you could spread the word about this incident to other users so they can avoid doing business with this particular artist?

No right. The work was finished, the work was paid for. Even if you were/are given a full refund, the work was completed. There is no rationale or defensible reason to refuse to give the work over.
