You run into issues of philosophy at this point, merit is defined by the society, and at the moment we do have a president in office under our merit for being rich and famous.

The people in office also get to push what they believe to be good, even if it differs from what you or I believe to be good.

that's why merits should be measured by how many people are benefited. community wise.
