My new headcanon is that Zootopia and Beastars take place in different cities in the same world.

Zootopia definitely has a black market selling semi-legal meat. We just didn’t see that or other less family-friendly aspects of life there because Disney was telling the story. And also maybe Chief Bogo was sheltering Judy Hopps from things like that by putting her on parking duty because he didn’t think she could handle it.

On the other hand, maybe the storytellers behind Beastars were sensationalizing for a more salacious story.

So in my headcanon, the “truth” is somewhere in between.
