Pokemon Question

Hey folks. I need some opinions from my fellow Pokemon trainers out there. So I'm working on a fan made Pokemon region complete with a full Pokedex of original monsters. One of my Pokemon is like Eevee, it can evolve into multiple forms. What I can't decide is if I want the various evolutions to be completely random, or if when certain criteria are met.
On the one hand getting certain forms by meeting certain criteria would make for deeper, more involved training and gameplay. On the other hand having the resulting evolutions being completely random would result in higher replay value and open up a wider market for trading among players.
If you, my fellow trainers, were playing this game which way would you prefer?

What I want to know is which people think would be better for evolving into these different forms: specific criteria for each evolution, or for each evolution to be completely random?
