I haven't found that to be the case at all, but sorry if you've been feeling that way! :c

its pretty easy to see that its not as busy as it once was, i used to get hundreds of journals a day in my messages and now the list has journals that are several days old, which seems like a pretty good indicator that people just arent as engaged... *shrug* they might still be using it to post art but its probably more of a cross-posting thing to make sure they hit as much audience as they can.

It's certainly true that some of the social aspects which might once have been carried out on FA itself have shifted to services like twitter, telegram, etc, but I don't think that means the site or communities upon it are 'dead'. :)
