Real life problems >.<

The saga of My Shitty Neighbors continues! Bit of a back story for those who don't know yet. We moved out of our apartment if 3 years back in May to move to another one in town that had a huge backyard, a washer/dryer in the unit, and some other amenities that are invaluable to a family with kids and unheard of for rentals in our area with reasonable prices. We were also allowed to fence the entire yard in and get the kids a little playground. Well, now we know why the price is so low, and that's because it just so happens to be occupied by the neighbors from hell. Our upstairs neighbors are a severely crotchety middle aged couple that HATES children. The lady seems to think that because she has 3 grown kids the same age as my husband and I that she beat into submission as toddlers 30 years ago, she can order us around and tell us how to raise our boys who are 2 and 4. The guy is just a creepy dickhead. Some of their quirks include swearing at us from their window, stomping up and down on our ceiling, staring at my kids and I when we're outback, and letting their dogs shit all over the back yard and not picking it up 🙃
The landlord is aware of all this. We've documented it all, but they absolutely refuse to do anything. My guess would be because this couple have lived here for 10 years, have never had any complaints, and are a stable source of income. We're also the first family to live here with children.
This morning, my two year old slipped and fell in dog while running in the back yard. The last time I told the landlord about how they don't clean up after their dogs, they basically told me I needed to take it up with them. I knew THAT was useless, so I went around and cleaned up all the dog shit myself, and was heading up to her car to leave it on her hood to bake in the sun, when the old hag came outside and I handed it to her instead.
I don't know what to do. We can NOT move right now. I want to, but we can't. We invested everything into moving here because we thought it was going to be perfect. So..... Now what?
