I'm currently looking for a new animation program to use in 2021.

Has anyone used Animator 4? If so, is it as effective as described in this article?
Alternatively, would you recommend a different program?

May I suggest Blender? It is a 3D program, but they added new tools to make 2D animation possible. I plan on learning how to animate on it.
