They are saying "I paid for it so i can use it how i want" but that's not entirely true. The artist remains the one with the actual copyright over the image itself so you have all the power to DMCA that.

I saw this, it's true, he did paid for that but he violated my tos, it's written there that you can't use my artwork to promote zoofilia and pedofilia, it's also written that you can't edit my artwork to remove my watermark. By commissioning me the customer confirms that they're agree with my tos and they'll follow it. The rights of the art are still mine and if he use it again I'll strike his profile again
