Anybody can explain/summarize this new policy?

Are we limited to only upload 3 times for the original reminder? Say this submission for example https://www.furaffinity.net/view/40677623/ in the past I believe it would not be a problem, & I have been doing as I was sure I read the rules clearly, unless of course I have been doing it wrong all this time & I didn't realize it back then, then let me know.
What else have been changed? & how different this will be compared to the past? is it positive for you?
for some odd reason, this have not been brought up anywhere on their twiter, except FA, so i am not sure what people thinks about this, & i think it would be nice to get little information since i'm pretty much lost here & would love to avoid any further issue in the future

This will be a positive change for watchers and people who browse front page. I've done the math before, but currently posts on browse are 50-70% advertisements compared to art. Which is annoying when an art site doesn't show a lot of art.
This will benefit artists to help them not lose watchers by accidentally flooding news feeds with ads.
Simply do not spam dozens of the same advertisements in a single day.
