I suddenly remembered the first villain i ever made.
He was a military general who threatened several major cities on his homeworld with major destruction if they didn't do what they asked.
They refused and called his bluff...
So his second hit the button. He had ordered the bombs to not be armed. He directly told his staff not to. He would never actually hurt his people you know?
Well... He was blamed when 7 cities turned to glass. He exiled himself afterwards for the action. He hated himself afterwards because he was trying to change the system, not kill innocents.
