1) Download MCLauncher.zip from the section with releases from the repository on the github: https://github.com/MCMrARM/mc-w10-v.....ncher/releases
(At the time of this writing, the latest version 0.2.1 has been tested on virustotal and nothing has been found.)
2) Create a folder where the versions of the game that you will be using will be stored. For example: C:\Minecraft BE launcher
3) Move all the files from the archive to the folder you just created.
4) For this launcher to work, you need to enable "Developer Mode":
4.1) In Windows settings go to "Update & Security" https://i.imgur.com/Mgt1a4d.png
4.2) Select the item "For Developers" https://i.imgur.com/OLGIGvT.png
4.3) Enable "Developer Mode"
5) Run MCLauncher.exe and install the required version. Please note that versions with the postscript "(beta)" are only available to members of the beta testers program!

6) In the folder where you installed the launcher, the folders with the game will appear, go to the following path: C: \ Minecraft BE launcher \ Minecraft-1.16.220.2 \ data \ skin_packs \ persona (example)
7) delete the content (two files: manifest.json and skins.json) and put the files from the archive with your skin files there.
